This one-hour training will introduce CASA staff and volunteers to the purpose of LB1032, the role of Tribes in permanency planning, and how Tribal Customary Adoption can support the well-being of Native children and families. Participants will learn how this new permanency option aligns with the goals of the Indian Child Welfare Act (ICWA), preserves important family and cultural connections, and creates an opportunity for more culturally responsive permanency. The session will also explore how CASA advocates can support implementation through informed advocacy, a child-centered approach to permanency planning, and collaboration with Tribes and NEDHHS.
By the end of this session, participants will be able to:
• Explain the purpose of LB1032 and its significance for Native children, families, and Tribes in Nebraska.
• Describe how Tribal Customary Adoption differs from traditional adoption and how it may support permanency while preserving family, cultural, and Tribal connections.
• Identify ways CASA volunteers and child advocates can support Native children and collaborate with Tribes during permanency planning and implementation of Tribal Customary Adoption.
About Speakers:
- Alli Derr is the Senior Staff Attorney for NE Appleseed’s Child Welfare Program. She helps manage the program's impact litigation and policy docket, advocating on a wide range of issues.
- Kitty Washburn, LMSW holds a bachelor’s degree in social work from Briar Cliff University and a master’s degree in social work from the University of Iowa.
